    I've seen one at the dog's training equipment section at SportsDen.ie where I got some equestrian stuff last week:

    It uses .22 short blanks so I'm not sure how loud it is.

    I guess you can also use a dummy launcher for that (fired without a dummy or tennis balls) which uses bigger .22 blanks. This way you'll get another useful device for springer training.

    whats the story with these, is there a licence needed or just permission

    I guess it either needs a permission or does not need anything. AFAIK these are sold freely in the UK. Anyway it's better to clarify the seller, I found them very helpful BTW.
