I put down grass seed about 4 weeks ago. New shoots are begining to appear. If I let the children play on it, will it destroy the new shoots or would it be fine?

the grass needs time to establish. I would say try and keep them off the lawn until the lawn is growing well and the roots have established more. Then you should see the grass filling out and covering more of the soil. After 4 weeks, I'd say you can still see a lot of soil. Keep mowing it once a week, not too short and after another few weeks see what it's like.
