Worried about installing psu

I was just about to put a Corsair 550W psu into a Dell Dimension 9200 when I found an odd symptom. If the pc is off and the lead from wall socket to pc is plugged in the machine boots.
Now, I'm obviously worried by this behavior and am not going to risk the psu, but what could be causing this behavior and how can I fix it.
    Cheers for any replies.
