NCT brake effort score marginal, compare to manufacturer's figures?

    My '98 Citroen Xsara passed its NCT yesterday, but the brake effort measurement was only 56% (55%+ is a pass). Don't have the cert to hand, but I think the brake effort is just the total braking force as a percentage of the gross weight. The tester said the rear brakes were weak, pulling the overall score down. I knew there was a problem, just not how bad it was.

    Does anyone know if manufacturers publish brake force figures (so I can see what they should be for the Xsara), or what NCT figures are people typically getting? Obviously this varies with model, tyres etc. but it would be good for comparison.
