I was just listning to a radio debate on the "bankers, developers and sadly now many others" where it said that if people move to the US, Canada or any other non EU country they cannot be extrdited for financial debt if they did not act illegally to obtain the money! Dose this mean that anyone who owes mony can move and not be held accountable, as long as they have not committed a crime? Is this why all the Bankers appear to have US homes now?

No idea, but if it could be proven that the intention was formed with the intention of evading criminal sanction, that becomes a different matter.

As far as I'm aware you can only be extradited for criminal acts, and furthermore the acts must have "dual criminality" between the 2 countries (which I think means that the offences must be the same in both counties with similar penalties).

It is really an oversimplifcation to say that they are getting away with their debts if they move to the USA - if a judgement is made against them here, they could lose all their assets within the jurisdiction. A house in the US isn't exactly going to do them much good.
