I'm interested in reading the Dept. for Foreign Affairs' statment on the Rockall situation, and it got me thinking that I'd like to get information straight from the horses mouth, not the redacted versions printed in papers?

Is it possible for a layman to sign up to an e-mail list?

It should be. The different departments tend to have their own press list so it might be best to search on the Department of Foreign Affairs website. Most of what appears in the newspapers is just the press release with a by-line anyway.

    This the press release section:

As someone who reads newspapers I can confirm that most of them in Ireland nowadays just reprint the same press release, word for word. It's lazy journalism and seems to be standard practice now that press releases are reprinted with little or no checking.

i recently asked for a full copy of something that was printed in the press from the dept of taoiseach wasn't giving it, the problem is the idea that this information is for the press, they shouldn't think that way the info is for the public and should put on line.

Transport or Natural Resources might be providing some info on the subject. Generally if you contact the PR Office of a Quango and Department they will put you on their mailing list, if you ask.

Just popped in to say Foreign Affairs doesn't speak of Rockall as it's claimed by Ireland so it's not in its remit, it comes under Natural Resouces, as Elmo suggested.

As someone who gets quite a few press releases (mostly local but not all) I can confirm the same thing, especially with regard to the local media. I've seen the same story in five or six local papers with no amendments quite a few times, all with a different byline. They're depending on most people only reading one paper. Provincials and nationals too, which is quite disappointing.
