Has the air and fuel filter being changed recently in it.

The tolerance for the diesel emissions is quite high. Have you any boost leakage?

Changed both filters.when i rev the engine it doesnt give out black smoke,it gives out a sort of white smoke and it smells like diesil.

White smoke can indicate timing issues.

Has the belt being changed recently?

Yes the belt was changed about 1,000 miles ago. I will check it out later.

What exactly did the NCT document say? ie what emmisions were out of spec?

If its a PD engine I've seen a few of these lately that had to get the injectors overhauled, all were giving white smoke. Get it on a diag machine before you do anything else.
