    Cé aige a bhfuil an....... is wrong isn't it? Go raibh maith agaibh arís.

    It's a bhfuil.

    If you want to say Who has the prize?, it'd be Cé a bhfuil an duais aige?, or, as you put it, Cé aige a bhfuil an duais?.

    This is because Irish lacks a specific verb for to have, instead making up for it with to be at. In your sentence, the isn't doing the 'being', it's the duais. OTOH, if you were saying Who is the secretary here?, it's be Cé atá mar rúnaí anseo?, as the is doing the 'being'.
