It's a bhfuil.

If you want to say Who has the prize?, it'd be Cé a bhfuil an duais aige?, or, as you put it, Cé aige a bhfuil an duais?.

This is because Irish lacks a specific verb for to have, instead making up for it with to be at. In your sentence, the Cé isn't doing the 'being', it's the duais. OTOH, if you were saying Who is the secretary here?, it's be Cé atá mar rúnaí anseo?, as the Cé is doing the 'being'.
