She is under the legal age of consent. So no. Just no. Unless you want to end up in court on statutory rape charges. Best thing you can do is try and keep in contact and make the move in a couple of years.

ah I don't know. My parents started going out when my mum was 16 and was dad was 21. They've been happily married now for 31 years and still going strong

To answer your Q, i know guys who are 18 and 19, in my year who go out with 14/15 year olds, and as their peer, they lose all respect. The girls in my year think those lads are a laughing stock and they are desperate for action because younger girls are more naive. So, it doesnt look good.
One of the guys broke up with their young gf a month ago and tried it on with a girl in my year. She laughed in his face, and disgraced him infront of everyone. So, yes not only is it illegal, but its desperate looking too.

A lot of girls that age are trying out their wings so to speak. Maybe she feels comfortable/safe with you and thinks it's ok to try a little full-on flirting practice with you. Just because she is physically mature and tries to pretend she is emotionally mature she is not and at your age you should know it. There are a lot of 13 year olds out there who are well developed and more forward than they should be. Would you consider dating one of them? It's the same difference.
