He is thinking of entering a partnership, opening a shop, now he has been claiming social welfare for over 2 years, so he qualifys on that count, but if he has a business partner will this…

Hi,
Just went on-line to check this out and downloaded all the info and the form, but still not sure if my partner would qualify. He is thinking of entering a partnership, opening a shop, now he has been claiming social welfare for over 2 years, so he qualifys on that count, but if he has a business partner will this disqualify him ?
Any advice greatly appreciated ?
