R148 Enfield inner bypass

Note: this question is about Enfields small single carriageway bypass that likely predates the M4 motorway.

My question is, quite simply, why is that bypass speed-limited to 60kph for its entire length? Not only is it longer to go around Enfield town with it than to go through the town, but I understand its a frequent target for the hair dryer men (speed cameras). I imagine therefore, that could be faster and safer (from a Penalty Points perspective) for toll-dodgers to go through Enfield town than use that bypass. I've used the R148/old N4 bypass a few times and its perfectly safe to go at Regional default speeds (80kph).

Can anyone shed some light on this?

Its effectively always faster to go through the town unless you happen to be behind a very slow moving vehicle that is going through the town...

Enfield was one of those mad bypasses. Once it opened, with everyone using it you generally got through the town in half the time. Especially given that the NRA/Meath CO CO in their combined infinite wisom decided to put a set of traffic lights on the bypass - which was what caused the problem in the town in the first place!

It seems strange that the bypass did not have a roundabout, which would have kept traffic moving.
