Management structure in the DAA

    Someone told me this yesterday, and while I have no reason to disbelieve, I'm wondering has anyone else heard it:

    There is a Manager 1 grade in the DAA, and if any Managers of this grade ges one of their staff promoted to Manager 2 grade (which seems to be one step below 1) then that Manager 1 gets a pay rise.

    e.g. If a Manager 1 gets three people in their section promoted they get three payrises for themselves.

    I asked was it possible for a Manager 1 to directly promote, or does it have to be done by a panel, and the answer was that yes a Manager 1 can directly promote.

    As a result I am told the DAA has a hugely disproportionate amount of managers.

    No, I worked in the public sector and managers didn't get pay rises for creating other managers.

    That element is certainly true and I have heard that there's some interesting management practices going on there alright.
