I don't know about simple manufacture (of parts, etc.) but complete production of arms or ammunition would result in possession, which would require a licence.

Production of gun ammunition or explosive rounds or noxious weapons would also require explosives or noxious compounds, which are generally restricted. Certain weapons are banned completely, even for the state, e.g. land mines other than for training purposes.

There is also a specific offence of reloading ammunition.

The manufacture of firearms or ammunition is not lawful generally. It is only lawful where a person is a registered firearms dealer.

    Firearms Act 1925:

'Restrictions on the manufacture and sale of firearms

10.(1) On and after the commencement of this Act it shall not be lawful for any person to manufacture, sell, repair, test, or prove, or expose for sale, or have in his possession for sale, repair, test, or proof, by way of trade or business, any firearm or ammunition unless such person is registered in the register of firearms dealers.'

One would imagine that most jurisdictions restrict the manufacture of arms to bodies who hold some sort of license which is granted by a statutory authority....

I don't think we do much arms manufacturing here. We do make quite a bit of technology which goes into arms though.

Its primarily dual use equipment, e.g. a computer chip used in a radar system or the like.
