Just wondering you know the way the host has 4 bars ? Well say im playing in a match and I have 3 bars , I notice that 2/3 sometimes even more of the lads on the other team have 4 bars . Does that mean I have to put more bullets into them to kill them as I would the host ??

Like to they have an advantage over me too

I think we had this discussion about your connection before , if your on 3 bars then yes it will seem like it will take more bullets to put them down.

As far as i know , 3 bars is more to do with latancy , meaning your running slightly behind everybody, very frustrating.

indeed , its all I ever have . Like I don't mind 1 lad on the other team having an advantage but sometimes its all of them . I just leave the game now if I see more than 2 lads on a 4 bar

It doesn't mean it'll take more bullets to take them down (exactly), it means your bullets will be delayed slightly and won't be on target.

Obviously this means that it'll take more bullets if your target is moving but if it's not there should be no difference - I think anyways!

No and yes in answer to your question....

From their point of view their game will be a few ms ahead of yours and if there the host the effect will be more noticeable. The better your connection to the host of the particular match the greater you will notice the effect also.
This is why some nights you may notice your guns seem more powerful? Your enemies seem to lack quick reactions and sometimes look at you for about .5 of a second before retaliating.

In the opposite side some nights you may notice enemies seem to almost know your coming before they see you? You have to fill them with lead to make a scratch? This is because in a sense they DO know your there before you see them, how? Well say you move forward to attack an enemy, if their connection is noticeably better that game you HAVE moved forward and into line of sight BUT because the image takes longer to get to your connection for that few ms's the can see you move into view but from your point of view you still cant see them, in theory if your connection was extremely bad and theirs was extremely good and they shot where you will be while your motion to the spot then they could kill you before you even see them BUT the ping time limits on the game wont allow such an extreme effect to take place.

However the limits on the game itself DO allow for a moderated effect to take place hence some nights as I said enemies are faster and more powerful due to better connections and lower pings.

In reality you both have the exact same stopping power and speed BUT as one is a fraction of seconds ahead in time the effect SEEMS to be that they are more powerful.

The one thing you can do to try and minimize the effect is to use a gun with a high ROF. This means you will be able to get more shots off than your opponent if they are using a slower gun but as you know this means decreased firepower but perhaps a headshot will save you. Bear in mind they WILL get the first shot off first but you will be in level playing fields ROF wise there after.

Its very very frustrating because some matches can be decided simply on who has the better connection. I personally have been in matches in TDM where entire teams loose badly and in the end screen its obvious why... the loosing team has 3 bars for all and the winning team has full. This would give them a massive advantage. While its rare enough to have an entire team with lesser bars than the opposing it does happen and in a game where if only 2 or 3 men in a team suck it can be the match winning difference as not only are they not effective, they are loosing points AND earning killstreaks for the opposing team.

So in short.... dont feel so bad for IW these days..... not using dedicated servers was their idea and is whats causing this and other problems.
