U16 travelling alone - options needed

My 15 yr old daughter has an option of spending 3 weeks to learn Spanish with friends in Seville in July, and their 16 yr old daughter will visit us in August.

Sounds good, but we've discovered that neither Ryanair or Aer Lingus allow U16s to travel alone. We were hoping to leave her as far as security in Dublin airport, and our friends would be there to meet her in the airport in Spain, so security concerns would be minimised. She will be 16 in September.

The only solution I can now see, is for me to travel over with her and return on the same day, and to do the same at the end of the 3 weeks. This now means booking 6 flights instead of 2, which is making it too expensive.
Does anyone have any alternative suggestions? She is looking forward to this so much and I don't want to dissappoint her. Would a travel agent be able to help, or would we run into the same issue?

    Thank you.

    Try other airlines?
Spanair allow unaccompanied minors, but they may not fly where you want.

Aerlingus will if you sign a disclaimer.

Hot off the Aer Lingus website

Young Passengers - between 12 and 15 years inclusive
Young passengers will be accepted on Aer Lingus flights, on the basis that they are travelling as an adult.
The Parent or guardian will be required to sign a Form of Indemnity at the airport on the day of departure relinquishing Aer Lingus from any responsibility to provide special assistance to these passengers. Aer Lingus will deny boarding to any unaccompanied young person between the age of 12 and 15 inclusive should the parent /guardian fail to complete this form.
Unaccompanied minors under the age of fourteen will not be accepted by either carrier for Aer Lingus - JetBlue Airways connecting flights
