If you qualify for JA backdated to Feb., you should qualify for VTOS but think that your application for VTOS stamped by the Social Welfare might need to be submitted about now. Maybe you should go to SW and explain your predicament and ask if they could speed up your application in some way so that you can access this education option. Also, you say you applied for Jobseekers Benefit and didn't have enough credits and so had to get means tested in Feb for JA. As the same Social Welfare form is used for applying for JB and JA, the starting date of your claim should be when you applied originally for the Benefit surely?
