recently changed my headset and noticed it was rocking, did all the tricks of rocking it, turning it and locking the brakes etc but no joy, i have noticed though that the star nut inside the steerer tube is in pretty bad shape, being twisted etc, when i changed the stem and tightened the cap bolt it seemed to bring the star nut out of the steerer tube a bit based on the stem difference, i then removed a spacer and had to hammer the star nut back into the tube but the rocking continues. is the best bet to replace this star nut? are they easy to install?

Have you tried just tightening up the compression bolt because that is the reason for play in forks, not enough compression. Loosen the stem and tighten the bolt untilbthere is no play and it is nice and smooth then tighten the stemif it is the star bolt then just re set it so it's straight hope this helps
