If you are pitching for an article to be published in a particular publication, when you get a chance to speak to the features editor should you ask them whether they're going to use it or not, explaining that you would like to approach rival publications with the same piece?

tell them when pitching that they can have it exclusive (now) and also drop into the conversation that you have to meet XXXXX (another editor) later - make sure that you have next appointment with XXXXX editor 'cos they could phone to check.

Unless you have a business relationship with the news ed or features ed it will be difficult to speak personally to them.
I would pitch the article to one publication initially. And you will know from the feedback whether they are interested or not.
If they don't use the piece within a fortnight go elswhere with it.

Usually, the best advice is to pitch the idea, get feedback, and then write it to suit that particular newspaper's or magazine's writing style.

Whatever you do don't promise it to one pape, excite their interest and then go elsewhere without telling the feats editor of your course of action. If you do that you will alienate the first paper.
