Precurser to first National Development Plan

    Just wondering, was there any major government capital investment programme prior to the first National Development Plan?

    I've googled it a bit to no joy and it's sadly a bit before my time.

    Did we even live in that kind of an economy which necessitated such programmes?

    There was nothing of its scale or depth, anyway

    Infrastructure wise, there were roads wish lists - the nationwide Road Needs Study which set out most of the roads eventually built in NDP1 and 2; and going much further back I know Kildare CC had a motorway plan that resembled the M4/M7/original M9 back in the mid 1970s.
