iphone now locked saying carrier o2 5.1

i bought a unlocked iphone on adverts, i cant remember if it was factory nlocked or if o2 unlocked it, it said in the settings that carrier was carrier 5.1. then it became locked for some reason, and now says the carrier is o2 5.1 anyone know if this can be fixed, by the way it has been 3.1.3 all along but was unlocked
