    В минувшую пятницу, 23 апреля, Госдума в третьем чтении приняла законопроект «О внесении изменений в отдельные законодательные акты РФ в связи с совершенствованием правового положения государственных (муниципальных) учреждений». О нем давно и со страхом говорят работники системы образования, здравоохранения и других бюджетных организаций.

    Хотя формально этот закон всего лишь реорганизует финансирование и несколько меняет правовой статус бюджетных учреждений, его последствием вполне может стать фактическая отмена бесплатного среднего образования и здравоохранения — в том виде, в котором мы привыкли их воспринимать с советских лет.

    Суть предлагаемой и уже почти принятой реформы в том, что бюджетные учреждения становятся более самостоятельными экономически — но при этом лишаются гарантированного бюджетного финансирования в полном объеме. По традиционной схеме будут финансироваться лишь такие учреждения, как военные части, исправительная система, психиатрические больницы, лепрозории.

    А вот обыкновенным школам и больницам деньги дадут лишь по числу учеников (пациентов) и только в рамках гарантированного государством лимита образования (лечения). Вопрос о бесплатном лимите — а он, понятно, самый важный в этой ситуации — обсудят лишь в ноябре этого года, за месяц до начала реформы.

    Пока больше всего взволнованы родители школьников — они обсуждают слухи о том, что в бесплатный лимит могут войти лишь 2 часа русского языка в неделю, 2 часа математики, 3 часа физкультуры и 3 часа религии (ОПК, светская этика или уроки по другим конфессиям, в зависимости от школы). Такой эксперимент, по словам некоторых родителей, уже начался в Южном административном округе Москвы.

    Остальные предметы и дополнительные часы, как сообщают те же родители со ссылкой на директора одной из школ округа, будут платными: за иностранный язык родителям придется заплатить 1000 рублей в месяц, за остальные предметы — по 500. Таким образом, полноценное обучение среднего столичного школьника обойдется его родителям в 5—6 тысяч рублей в месяц. Сумма для московских родителей не запредельная, но для многих весьма ощутимая.

    В управлении образования ЮАО города Москвы «СП» официально не подтвердили наличие такого эксперимента. Однако при личной беседе с корреспондентом издания директор одной из столичных школ подтвердил, что подобные инициативы обсуждаются на совещаниях у чиновников системы образования столицы. «Указанный состав бесплатных предметов, конечно, слишком жесткий — к тому же речь, скорее всего, идет о начальной школе — но в принципе директоров школ уже готовят к тому, что очень скоро нам придется зарабатывать на детях, а бюджетное кормление заканчивается».
