when does protest become harrassment ?

    Hi - first time poster - have read the charter so I know I cant get advice but would like any opinions on when a dispute or protest becomes 'harrassment' on the part of the receiver..


    Let's say I am involved in a personal dispute with someone who I believe has caused me harm - I am not ready yet to go to court on this and have sent two documents to their home address.

    On delivering the second document to his post box he challenged me and accused me of 'harrassment' and called the guards - who came to my home later that evening claiming he felt 'threatened'

    Does delivering a document - with no threatening language or import constitute 'harrassment'? The documents were merely newspaper reports of the dispute in question.

    I know you will say the words in the document are relevant and they merely called on him to repay a debt.

    So what is the accepted definition of 'harrassment' in a civil or criminal sense..?

    Very dependent on facts of individual case and the legislative provision is particularly open to interpretation, but perhaps the link will get you started.

    Could what your doing be called intimidation? Its practice now for people to leave notes in people's letter boxes claiming to have sold the debt to Martin Foley or the Dundons in Limerick.
