    Technically you don't become a moderator, you're offered the position. All mods, CMods and most admins are voluntary positions that are filled as and when a vacancy arises. Generally a poster is recommended by the existing mods of a forum or the relevant CMods, and the recommendation is usually based on overall interest in the subject and how good a contributor that person is to the forum, as well as general behaviour on the site as a whole. As the old saying goes, don't call us, we'll call you.
