to elaborate a bit, having a bike on the cycle to work scheme does not mean that you have to use it for your full journey, it expects that you use the bike for part of the journey. Part of your journey would be cycling to the Luas.

You can approach it that way

However the cycle to work scheme simply requires the bike to be used mainly for commuting. You can cycle in one day a week, and get the Luas the other 4 and still qualify if your intention was to use the bike more for commuting than for other journeys

I also have an annual Luas pass and qualified for the cycle to work scheme, here is the wording that confirms you are permitted to either cycle to work or to the train (Luas) station:

"The bicycle and/or equipment must be for the sole use of the staff member and used mainly for qualifying journeys. A qualifying journey means the whole or part (e.g. between home and train station) of a journey between the staff member’s home and place of work."

So does that mean you can't race it further than your weekly commute?... ;)

It's up to you to determine what "mainly" means, although I suspect the Revenue have better things to do than follow you round checking what use you are putting the bike to.

It is also the intention at the time the purchase is made that matters - if you change your mind after purchase, that's fine. If your employer buys the bike and your intention is to "mainly" race it, it does not qualify.
