Lean to shed

I had a timber shed which burnt down beside my house (33' x 7 1/2'), I am considering having a wall built 7' away from the house and a metal lean to roof on top tied into the house plaster, with a double door each end. this will constitute the new shed.

    A couple of questions:

I think this is ok planning wise but is it ok to tie the roof into the house wall? Previously the timber shed was completely separate. I intend to put a gutter on it and retain the water for plants etc.

The ground is running along the neighbours boundary but I would retain all the building within my boundary, however the height of my land is about 12" higher than his , would this affect any planning issue?

Is a 4" solid sufficient for this?

The reason I ask this is because of the higher ground, I thing the height has come from the spoil from the building of my house and may not be the 'original' ground.

Should the foundation go down below the level of his soil?

Is a metal roof a good idea from a noise perspective?
