I've recently had some work done on the outside of the house. The area around this work was covered with rubble and concrete run off. Grass grew back in some parts. For the remaining area what exactly should I do to get grass growing again?

In that area either grow grass, or put a plastic sheet with patio slabs on top.
I found three keys to growing grass well on grannytips.
The most important is the quality of your soil, a good compact contact between the seeds and the soil and watering well.
