    I'm going to assume you're not from Ireland and answer this question sincerely. :)


    Ireland is split in two. The south is described as The Republic of Ireland and is made up of 26 counties. It is an independent country so the "Irish people govern" it.

    The north of the country is called Northern Ireland. Northern Ireland has 6 counties, so it is much smaller that the Republic. It is part of the British/English United Kingdom. However it also has some self-government. Decisions are taken either by representatives of the people of Northern Ireland (in the Stormont parliament in Belfast), or representatives of the United Kingdom as a whole (in the Westminster Parliament in London).

    Both parts of Ireland collaborate through various bodies such as the North South Ministerial Council. Both the United Kingdom and the Republic of Ireland are members of the European Union, which means that a lot of policy areas are harmonized.

    So it's a little more complicated than yes or no!
