From scratch, are these the procedures involved, in this order:

    1. Do your theory test
    2. Call up a private driving instructer and get lessons
    3. When I feel somewhat competent, book a driving test (using one's own car)
    4. If pass, get provional licence
5.Then later apply for a full driving licence

Is that it? Did I miss anything?

Once you pass your theory test, you go/post to your local motor tax office and get your learners permit. Once you have this you can get lessons and when ready sit the driving test. If you pass you get to apply to the same office for your full license.

Can anyone give me a rough timeline for those steps?

I mean, how long do you have to wait between ordering a theory test and doing it, between passing it and getting your learner permit, and so on?

I should have asked this in the OP. I'm wondering how much I can get done in 7 weeks.

Excuse me if I'm somewhat wrong,

You could get a theory test booked within a week, after you've studied enough.
Then if you've passed apply for provisional with documents and get it in a bout a week.
Then you have to wait six months between getting your provisional and doing the test. In this time you can do all your lessons etc.
I'd say the average waiting time after applying for your test and the actual date of doing it is 10 weeks. So you could apply for your test around 10 weeks before the six months is over.
So within seven weeks all you can really do is study for the theory and get you're provisional licence.

In seven weeks you could be started your lessons. It takes about a week or two to get your theory test, if you apply online they give you a list of available dates and you pick which one you want. You can get your eye test done while you're waiting for that, and go straight out to the tax office and apply for your Learner Permit the same day. They'll give you a receipt with your Driver Number on it, so you can apply for insurance and your test (make sure to note on the test application that you're not available for six months). You'll need the green piece of paper (the actual Permit) before you can drive, because nowadays you actually have to carry that with you at all times.

So to answer your question, here's what you can accomplish in seven weeks:
    • Apply for your Theory Test
    • Get your Eyesight Report filled in
    • Get your two passport-sized photos
    • Get your Birth Cert (if you don't have one already)
    • Sit and pass your Theory Test
    • Apply for your Learner Permit
    • Apply for your test
    • Begin taking lessons from an Approved Driving Instructor
    • Get insured on your own car or become a named driver on someone else's policy, and get some practice driving while accompanied by a Qualified Driver

    That's quite a lot!
