just wondering, if a new house is being constructed can an extension (with floor area satisfying planning exemption rules) be constructed simultaneously?

    no.

for an extension to be exempt, an original structure must exist.

I dont believe there is a defined time other than the house would have to be fully completed and either inhabited or habitable.

Form investigating in detail previously I will second this. House must be habitable.
