Chain Harrowing

Never used a chain harrow before, and so wondering what I should do in the following situation. Have had a bunch of cows on the silage ground since February, and with a few serious down pours in the last few week, it is pretty well cut up at the minute. Also more than enough cow pads in the immediate area to where I was feeding meals and silage.
Just about to spread fertilizer, and wondered if I should chain harrow before or after spreading the fertilizer?
    Does it make any difference?
Normally I would just roll, but I thought a chain harow would be better for the ground in terms of spreading out the dung pats, and leaving the ground in better state for soakage afterwards.
