No, they're deliberately retained as a permanent record of a poster's past behaviour for mods. Only the poster and mods can see them iirc.

How about having the ability to move them away from the main page of the User CP?

I presume you're talking about the User Public Profile rather than the User CP? That's part of vBulletin and that's where they're designed to be displayed. What useful purpose would it serve by moving them?
