Improving my garden - new to gardening

    Hello All, I'm rather green behind my ears when it comes to gardening. Previously wood chips have been put down (the cats seem to love to do business in them). It seems to me that in order to grow any flowers I will need to remove this as there seems to be far too much bad soil/wood chip and stones. As it already is a slightly sloping upwards to the back I'm finding it difficult to get any evenness to my garden. Any idea how I could improve this? I'm on a budget so no expensive ideas are possible. All I want to do is get some colourer into all the green more mature plants in there. Thanks!
