Pay cut and breach of contract

Citizen's Information say here that a unilateral decision to reduce pay or working hours is a breach of the employment contract.
If your employer asks you to work fewer hours or take a pay cut, this is a change to your contract of employment. Any change to your contract of employment must be agreed by both you and your employer.
However, if an employee has received pay rises over time without the contract being amended, does this allow the employer to reduce pay to the amount stated in the contract?

Your pay can only be reduced downwards if you both agree to it.

It doesn't matter if your contract states €X and you now receive €X+Y.
