Ok I have only recently seen this forum for advice and found it excellent. I am not an expert by any means for your question but I did work for a company as a multimedia designer, this company have done extensive research in this area as a newish company that is working on insulation in all areas of the 'greener' house.

    Link here: http://www.thermohouse.ie/index.htm

The website is quite instructive, and the folks working there are v.keen to offer advice at the cutting edge of insulating all areas of the house. They do go out of their way to offer expert advice. So I imagine that if you contact them with your particular question that they might be v.instructive, especially about the confusion about how the progress via building regs and all that might be concerned.

Hope that helps in some way. I noticed that the website still needs quite a bit of work as well;)
