Windows Defender NOT defending

Hey guys, I'm really hoping you can help me.
The problem is my Windows Defender has turned off and won't turn on, saying error 0x800106ba, restart or turn it on manually. No luck.
I have windows vista and Microsoft Security.
Would it work if I downloaded a different spyware, or would that cause more problems?
Can someone please tell me what to do.
    Thanks in advance.

Thank you so much for that.
I went on to it, and did all that. I had to uninstall windows defender but it wasn't on the list. So I went down the page and tried the rest. I uninstall-ed Windows Live installer (why i don't know) and restarted my laptop and then it installed updaters and asked to be restarted. Now the problem is, when I power on, after selecting either lauch repair.... (recommended) OR start windows normally, nothing happens. If I press any keys it gives a beep.
I'm afraid I may have broken it :o
Do you reckon it will cost much to have it repaired?
