Transfer of a Mobile Home

Afternoon all, Ill try to keep this brief.

A person I know would like to transfer a mobile home to a friend.
The plot has been rented for 25 years and rent has been paid annually for that time. There has been no licence/tenacy agreement signed between the tenant and the site owner.

The owner of the site has demanded that €1000 be paid to him from the proceeds of the sale of the mobile home. The new owner would like to continue to rent the plot and does not wish to remove the mobile from the site.

I understand that under a standard licence agreement in these situations it is common for the site owners to demand such a fee. The question is, what tenancy rights are applicable where there is no such agreement in place?

    Thanks for the help!
