Building a bike question

So I've done the necessary and picked up an old, damaged frame to build into a fixed gear bike. I already have a bowery so this is to be a learning/fun experiment. My question is should I bother using decent parts and then just transfer them to a better frame at a later stage or should I just keep it as cheap as possible…

Bar budget restrictions, does it make a difference?
