Back to Work Enterprise Allowance

    Right,

First off, apologies for another thread but I can not find any specific case on welfare or citizens information to arm myself, should I proceed with this.

I have been receiving the full unemployment assistance since October 1st 2009. That's just a little over six months. I'm sick of being on it but there is little chance of receiving sustainable employment in the field I graduated.

I am interested in applying for the BTWEA allowance but from the information provided on the sites above would receiving unemployment assistance for a little over 6 months mean I am entitled to apply for the scheme? The overheads are also quite low which would give me the opportunity to travel a little while continuing to progress the business (not travel as in a gap year but move to an area which would be move suitable to the business which would involve leaving the country). I notice that this there is disqualification of Persons who leave the country are no longer entitled to the Allowance. Does this mean that I can apply for this scheme even though it would be an intention of mine to travel outside Ireland with the business (not straight away), or if I do travel with the business would I be entitled to continue with BTWEA or unemployment assistance upon my return.

I also notice that the applicant to qualify has to be setting up a self-employment business which has been approved, in writing, in advance by a Partnership Company or a Departmental Facilitator. All I have at the moment would be a domain name and some legal contracts and some business contacts which I would be able to utilise. I am pretty certain that I would be able to achieve between 10k and 15k profit pa on the business once I have it marketed correctly, should I be mentioning this in any potential meeting. I would have projections on how I would make this profit also but is this necessary? Also I do not know what a Partnership Company or a Departmental Facilitator is?

I would be looking to establish my business as a limited company, is that acceptable under the terms or is self-employment in relation to a sole trader? There are so many questions and not enough information on the sites but I want to arm myself with as much info as possible before I proceed.

    Thanks for reading

I don't know about the leaving the country part but might be able to answer some of the other areas.

Firstly, you can't get BTWEA as thats only for people on JSA who have been unemployed 12 months or more.
You would be eligible for STEA (short term enterprise allowance) though which lasts until your stamps run out. So if you have made over 260 prsi payments in your life time then you will get it till Oct 2010.

A facilitator, works in the dole office, you have to go in and set up a meeting with them as they still won't answer the phones.
Its probably easier to set up a meeting with your partnerhip officer though, ring your LES (local employment services) office to find out where your partnership is and who to contact.

Along with the BTW2 form, they should also give you a business plan workbook and a cash flow projection chart for you to fill out. They'd also give you a TR1 for tax registration but i'd advise getting the business plan approved first before registering incase they don't approve it.

Don't think you can set up as ltd, afaik its only for sole traders as a limited co. needs a min of 2 directors.

    Thanks Sparky,

I have a business plan in place already and have some projections already created to establish how viable this will be, Id surely be able to adapt these to whatever the social welfare require. Don't worry it would be baby steps all the way :D, if and its a big IF, I were able to be accepted to the applicable scheme is there some support for dealing with CRO and Revenue. I have already a lot of contracts drawn up but I'm paranoid to be covered by the two bodies outlined above. Must look up my local LES and enquire in relation to the Partnership officer.

    Thanks once again

The Partneship officer should be able to help you out with registering your company name and the revenue stuff. There is 'Start Your Own Business' courses run by your local enterprise board or FAS which you could go on aswell which might be helpful for book-keeping and tax issues.
I think once you meet your partnership officer they could answer alot of your questions.

I have a feeling though that you wouldn't be allowed leave the country before the STEA allowance finishes unless all your income goes through the Irish revenue, but don't know how that would work or if its even possible.
