Yes , there is , but it takes a while to set up , and depends on the capabilities of your hardware.

Be warned ,it takes some time and its a steep learning curve , upscalers in players can be very sophisticated , and what your doing with a HTPC is setting up all the software to match the capabilities of your hardware in same way as it would have been done in a standalone players firmware.

FFDshow is the most common free option.
