Because it's Good Friday and I'm bored, I compiled this comprehensive history of the Board of Irish College Societies (BICS) Awards over the years. All info has been taken either from the BICS website or the societies websites of the original colleges themselves.
BICS divides their members into the following categories:
Large College: 7500 Students or more
Small Colleges: 7499 Students or less
This criterion has changed over the years (and/or colleges have grown/shrunk), so some colleges have appeared in both categories over the years (e.g. UL, DCU).
The current BICS membership is made up of:
Large Colleges: DCU, DIT, NUIG, TCD, UL
Small Colleges: IT Blanchardstown, CIT, DkIT, GMIT, IT Tallaght, Mary Immaculate (MIC), National College of Ireland (NCI), NUIM

Just had to make a quick change to the leaderboard, as it was pointed out to me that the 1996 Best Soc Winners were from NUIM and not NUIG despite the info listed on the BICS website. Ooops...

In 2003 BICS awarded a Best Overall Society award as well. DCU Drama and Philisoph went head to head and DCU Drama won. I don't know what happened in the years after that despite the fact that I judged at least two of those years and chief adjudicated one of them.0 -

The BICS website doesn't say anything about an overall award in 2003 (though I have heard that story before) - it just lists both DCU Drama and UCC Philosophy Society as the winners of the Best Society Award. (see: http://www.bics.ie/pages/page/site/2003awards/)
Given that UCC certainly weren't in the Small College category that year, it's a safe assumption that DCU were.
AFAIK, DCU and UL made the jump to Large College in 2005/06, when the criterion was reduced from 10,000 students to 7,500.
Similarly, if there was a head-to-head Overall Best Society Award given out in 2003/04, there's no mention of it on the BICS website. I attended the 2004/05 Awards (my first) and can confirm that no head-to-head Overall Best Society Award was given out.
The 2005/06 Awards are the first awards listed on the BICS site as being officially split into Large and Small Colleges, though many categories including Best Event, Best New Society etc were split into Large & Small College catgories after that (staggered, starting in 2006/07).
BICS have been fine-tuning the awards as they go along, adding new categories (Best Civic Contribution), splitting some (Best Fresher) and merging others still (Website, Poster).
The format thay have now is one that is intended to be followed for the forseeable future.

In 2003 UCC Philosoph won Best Society from a Large College and DCU Drama won Best Society from a Small College. Then a new judging panel made up of people who hadn't assessed either of these categories interviewed both societies and deemed DCU Drama the overall winner. Trust me, I was there at the time, I remember it well. There was a lot of drama about those BICS awards- pun not intended.Similarly, if there was a head-to-head Overall Best Society Award given out in 2003/04, there's no mention of it on the BICS website.
Yeah, I was out of the country for the awards that year. I remember the L&H winning, cause I was travelling with two L&Hers then, but I don't know whether there was an overall award.0 -
