When a mod moves a post from their forum, do they need to ask the mod of the forum they dump it in for their permission/thumbs up?

Generally they don't, however if they're not certain that the forum they're moving the post to is the correct one they may tell the mods of the second forum to send it back to them if it should be somewhere else. Why do you ask?
