Nope, you have two different problems,

    Totally different broadcasting system
    Different mains voltage

plus shipping cost would exceed value of the TV...

It might work. Some electrical items can take a range of voltage and frequencies. Then you could connect some thinhs to the tv like hdmi. It depends on the televison. You may also be able to use the televison as a computer monitor

Google the model number of the TV, see can it use the following:

    110Volt, 60 Hertz
    NTSC tv system

If they can you're laughing, AFAIK most new tv's can work with both.

anything from a HDMI connection (if it has it) should be fine

    re. NTSC

Most new TVs here can fully accept NTSC on any non-RF connection (i.e. SCART/S-Video etc). (most older TVs would just be able to display a picture without colour )

So if it were used with satellite/DVD/cable STB etc - yes

however you would get no sound if trying to receive OTA (over-the-air) analogue TV, or with analogue cable .
And highly unlikely it would be compatible with their terrestrial digital TV system (ATSC)!

re. voltage - unlikely it would cover their voltage and a transformer would be needed.
