Refunded on NCPS clamping fine

    I was parked in a car park in a business park and my car was clamped by NCPS. The contravention was being parked in an Allocated Space, there were no markings on the space I took but there was a clamping sign near by.

    Here are the steps I took to get off the clamp charge.

    1. Paid for the fine over the phone with my MasterCard.
    2. Rang MasterCard Customer Services to request a chargeback to be issued on the transaction. They were not able to do this so I was told to contact MasterCard Disputes via post. I persisted with customer services requesting to speak to someone in MC disputes on the phone. I was told someone from MC disputes would call me back.
    3. Sent a message to NCPS web appeals site stating I have issued a charge back on the transaction because i was clamped in error.
    4. MC disputes contacted me, I tell them that I wish to issue a chargeback on the transaction, my reasons are I was forced to enter a contract with NCPS without my permission and I had to pay NCPS under duress (they would keep my car if I didn't).
    5. I have been fully refunded the fine amount on my MasterCard today.

    I will keep you posted if NCPS pursue this further.

    Why did you park there?... if you had business there, surely there was no dispute anyway?

    Re-read the first line of the OP, he was parked in an unmarked, yet allocated space, according to the extortionists, I mean clampers.

    I never realised the clampers were so bad.... is this just a "Dublin thing"?? I was a rep in the UK for years.. worst I ever got was a note under the wiper saying "please don't park here"...

    That's what decent people would do who actually care about the parking.
    NCPS are a pack of tools who just make money through this kind of crap

    I tried your suggestion but VISA are blowing me off now because they say that I provided the details (and therefore authorisation, I informed that I told NCPS, I gave them the details but only as security until the appeals process as heard and they had no authorisation to take this money), therefore it is an issue I have to raise with NCPS. NCPS are not responding to me, the enforcement number is not on their system (but the money has been charged). There online appeals service will not work since the EN number is not working. They will not put me through to the appeals department (if one exists) but gave me an admin e-mail and told me to explain the situation and ask this to be forwarded onto the relevant department (still no response there either).

    The NCA have told me it is not their area, I would have to go to my local authority?!? I talked to my management company and they have told me it is NCPS issue and I should deal with them.

    Can anyone help me with what I should do next as this small bit of cash is the line between having money and not at the minute.

    When I saw the title, my first reaction was shock that they actually do listen to appeals. Having read it now and its in fact the credit card company who have done it makes a loooooooot more sense.

    Apologies for my earlier post.

    I went down to Ulster Bank to ask for a chargeback form, they do not have them anymore as they do it all by phone. I explained I was on the phone all morning to no avail.

    He got me the Disputes number and asked that I try again and if it did not work, come back in and they would push them.

    Rang disputes, told them that I had been charged by NCPS, that they had no record of my transaction and could not go through an appeals process until that was sorted (no time given), I informed them the money was needed this month as it is a tight month (just look at my account balance). I also told him I would be happy to pursue it as either fraud or a chargeback.

    Money is in my account, I must sign a letter within 14 days confirming I did not authorise the transaction.

    Parked in a train station car park a few weeks ago. All pay & display machines were out of order, so left the car and jumped on the train. Car was clamped on return that evening.

    Paid the fee in cash, sent in an appeal as per their appeals procedure. I was very polite in how i worded the appeal, and within 2 weeks i had a refund cheque.

    NCPS btw.

    There a shower of cowboys, fight fire with fire, angle grinder the thing off.

    Glad to hear people getting there money back.. If I ever get clamped I will make sure too pay with my card, the angle grinder dose look at little suspicious at best.

    I tried there appeals procedure but it wasn't working. I rang them up to tell them this and ask to do it over the phone. I was told no (they have no way of doing it apparently?!?!). I was very polite, I took the e-mail and sent it off, to no response or acknowledgement. I even re rang them to ask could they confirm they received it. I was told I would get a call back that afternoon, never did. Contacted them again and they had no record of my car reg, my EN number or anything else but that they would look into it and get back to me that afternoon.

    I have never heard back from them, I never raised my voice, I never used foul language, any question I asked was rebuffed or politely ignored. The staff seem nice but having a system that with the only exception I have heard of being you, does not work, a secondary appeals company who won't listen to you unless your first case has been heard and will not listen to you in any other situation (but I have been told will take your 20euro just so they can tell you this) and are supposedly not *nd*p*nd*nt :eek:

    I didn't pay in cash as I was worried that I would have no proof other than a sheet of paper that anyone could have printed up.

    Glad it worked out for you but you are the first I have heard of.
