do passport people get paid for the half day on friday?

When the passport people were on strike on Friday, did they just shut the doors of the office or did they actually stop working??? If they stopped working did they get paid and if so is this normal for any industry? Are the social welfare offices only shutting their doors or are they stop working altogether?
