It's been wrecking my head all day. But I give up, maybe someone here can help me.

They had a few songs in the charts in the mid to late 90's, around the rise of Britpop and the likes of Oasis, Blur, Ocean Colour Scene, Supergrass... etc where in the charts, just before the Stereophonics, The Verve and Travis took off. I remember the lead singer having long wavy blonde hair, he reminded me of a surfer due to how straggled it was.

I can't for the life of me think of who they where. They might of had 2 or 3 songs in the top 10, definitely indie. Their band name was only 1 short word, may have had "the" at the start of it.

Sounds like Dodgy? Nigel Clarke had long wavy hair, but it was brown, not blonde.

John Power's hair (Cast) was pretty short I think.
    Reef is a good suggestion.

How about The Lemonheads? (not short, I know...)

Yeah that does sound like Reef.....although they were a bit heavy to be Britpop.

Bit of a stab in the dark but could it have been Kula Shaker?

That 'Put Your Hands Up/On' song was fairly popular. I think it was their only real hit as far as I can recall.

What was their 'mini disc' song?

Liked a bit of Reef back in the day.

Cast is the first that came to mind for me too. John Power used to have long hair also, but that may have been when he was in the La's? He was in the La's right?
