Getting reception from aerial

I recently moved into a new house. There is a black cable (presumably connected to an aerial but I can't easily see the roof) coming into the sitting room that is connected (screwed in) to some sort of black adaptor.

One one side the adaptor has two power cables. One is attached to a standard 3 pin plug. The other is one of those small 2-hole power cables that plugs into things like dvd players or portable radio/cd players. What is this for ?

The other side of the adaptor has the external black cable connected and a second coax output (i.e. you connect this to the TV).

Anyway, when i plug this adaptor into a power socket and connect the coax to the tv, it doesn't seem to do anything. The reception is not improved. I can't even tell if it is receiving power.

I have rabbit ears and they do work with the tv (but reception is not great).

Any ideas ? Obviously I need to find out what that black cable is connected to outside, but any other help apprecicated :)

A photo would help and where are you located?
    Town? City? Countryside?

It's probably a bit late now but anyway, the unit you are looking at is a power supply for a masthead pre-amp and downconverter. The second power lead out is to connect to the UPC decoder box (which is missing)

This means your property had a UPC MMDS system. This means your house is in a non-cable TV area, but UPC have an option of "cable TV over radio" called MMDS. This allows you to see cable channels using a decoder box and special grey mesh type aerial.

If you want u can ring UPC and ask them to connect you to MMDS and you will need to pay monthly.

Alternatively you can go for a SKY dish (monthly payments again)

You can go for a free to air solution (it's cost you about 300 euro once off) This will get you basic RTE BBC channels with no monthly payments. Any TV installer in the yellow pages can do this for you if you want.
