A Learner Permit is generally issued for two years and is subject to a fee of €15.00. No fee will apply where the applicant is 70 years of age or more on the commencement date of the licence.
Cheques and Postal Orders should be made payable to the City or County Council to which you are making the application e.g. if applying to Dublin Motor Tax Office the cheque should be made payable to Dublin City Council.

There you go. Look on your local County Council Website for more info

Does anybody know if these rules still apply?

I've had a provisional licence since 2008 but its been out of date since Feb last year (2010).....I havent had a car since then was just wondering if I can simply renew my licence or do I have to re-sit the dreaded theory test again? (What with the new regulations and everything)

    Any help much appreciated!

Bump... I am in a similar situation.

Had a provisional from 2006 - expired a good few years now. Used for a moped but was licensed for cars etc.. Never sat the test.

    Can I ...

a.) Just send the forms off to renew it.
b.) Will I have to sit any form of test?

If your Learner Permit is expired more than 5 years than yes you will have to re-apply for your theory test all over again I'm afraid.
