Speed variability

Is it true that download speeds for mobile broadband are hghly variable in time as compared to a landline broadband?

For example at peak times I am getting 1.5 Mbps with O2 mobile but only for a few seconds and it often drops down to 150 kbps for another half a minute or so. This makes watching Youtube uninterrupted impossible.

I have heard people complaining about eircom etc saying that they can get speeds as low as 1Mb on a 7MB line. Are those speeds sustained second by second though?

Unless the service is uncontended (Smart LLU DSL and Magnet) then you will never get a guarantee of speed. Any service is variable, with 3G being particularly sensitive to speed changes. Contention, backhaul and congestion all play a part in speed drops. Congestion probably being the biggest problem on the 3G networks.
