Need help remembering an arcade game.

It was a side scrolling platform shooter, like rolling thunder. It was a modern setting, had two players (a white guy and a black guy if I recall) and I remember a level riding a window cleaners lift down the side of a building and another jumping from car to car on a freeway.

Please help, this has been bugging me for five years.

That's so true, the memory plays some terrible tricks with retro graphics !
