My landlord specified no rent allowance on the daft ad originally, and Im wondering if I apply for rent relief will he refuse and is he entitled to?

noooo this is separate. Rent allowance is basically social welfare. Rent tax relief is what you get back from the revenue (tax office) you need his PPS number but if he doesnt give it to you send the form in without it anyway. no problems.

Edit: just reading again, if you are applying for rent allowance from DSFA he legally cant stop you but in your first 6 months of tenancy he can end the lease with no real reason (almost) in accordance with PRTB laws...
